Memorandum of Agreement
between the
National Air Traffic Controllers Association
and the
Federal Aviation Administration

This agreement is made by and between the National Air Traffic Controllers Association ("the union") and the Federal Aviation Administration ("the agency"), collectively known as "the Parties". This agreement represents the complete understanding of the Parties at the national level concerning the procedures for assigning Controller-in-Charge duties to bargaining unit employees, as described in the following documents:

• FAA Order 7210.3P, Section 5, Watch Supervision,

• FAA Order 3120.4, Appendix 8, Controller in Charge Instructional Program Guide,

• Position Descriptions for Terminal and En Route Air Traffic Control Specialists,

• Performance Standards for Terminal and En Route Air Traffic Control Specialists, ATC-2152-4/5/6/7/8/9/10/11/12, and

• AAT-1 memorandum outlining CIC transition criteria.
