Whereas; it has been voiced throughout the NATCA membership, that recently there is a disparity in funds available for conventions etc. and an apparent disproportional representation which adversely effects the smaller facilities with budgetorial constraints; and,
Whereas; All of NATCA is impacted, should a crisis arise that would call for an emergency convening of the body politic (some several hundred people), to obtain a consensus of the membership via their vote; and,
Whereas; It exists that the larger facilities enjoy an unfair advantage over the majority of the membership via block voting their special interest.
Whereas: There are approximately 21 centers and therefore should be approximately 21 terminal voting representatives whereby a meeting of all representatives of NATCA could be called, including the National Office, on a moments notice, to select and persue a course of action appropriate for any situation, with a minimal impact on budget, thereby causing a more true consensus of the memberships will.
Therefore be it resolved that; The attached NATCA constitutional amendment for "Terminal Voting Representatives" be adopted in our constitution.

Shupp, AMA NATCA; to add a proviso for "Terminal Voting Representatives":
Article IV Section 8. Voting Representatives and Voting Procedures:
Part 1. Voting Representatives
There shall be maintained, at all times, a body of voting representatives consisting of one representative from each enroute facility and one representative from the terminal facilities assigned or within each designated enroute facility area. Voting representatives shall function, in conjunction with facility representatives of the membership in promoting the objectives of the Organization.

Voting representatives shall be selected as follows:
Part 3 Election Challenge
Any challenge to the validity of the election of a voting representative or their alternate may be submitted in writing to the National Office within fifteen (15) days of the certification of the results of the election. An appeal of the decision of the Executive Board may be presented to the Credentials Committee, prior to it's report, at the National Convention.
Part 4 Instructions of Voting Representatives
The voting representative may be instructed by their membership on how to cast their ballot. Should the membership of any local agree to a majority rule, it may instruct the voting representative to cast all votes of that local as the majority decrees. Should the membership of a local agree upon a per capita vote, it
may instruct the voting representative to split it's votes on the ballot.
Part 5 Voting Procedures
A voting representative may cast a ballot for President, a ballot for Executive Vice President and, on a regional basis for the Regional Vice President; and/or for other issues of National and Regional concern that impacts the membership. The voting representative shall cast a total number of votes reflecting the number of members they represent. These numbers shall be determined the first day of the month preceding the month in which the National Convention is held. If any candidate for National Office fails to receive a simple majority of the votes cast, a runoff election between the two candidates receiving the most votes in any given category will be held immediately.
