Subject: Article 54 Proposal

Mr. ATM,

In the interest of the well being of all employees at Amarillo ATCT and the obvious benefits to the Agency, NATCA AMA proposes the following:

That the Agency establish, furnish and maintain a Stress Reduction/Wellness Center and physical fitness program on the premises at Amarillo ATCT. In the event that an appropriate area is no t readily available, then the Agency should acquire property adjacent to the facility and construct said project.

In this event a covered walkway should also be constructed to allow access for employees during inclement weather conditions. The proposed security fence surrounding the ATCT should also be modified to include the fitness area.

The stress reduction center should be of an adequate size suitable to provide a safe environment for the employees of Air Traffic and the Airways Facilities located in Amarillo, which totals approximately forty-five (45) people. A recommended size should range from 1200 to 1800 square feet and be furnished with a variety of exercise machines, weight machines and free weights (see Attachment 1), so as to allow as many in dividuals as possible to simultaneously utilize the facilities. If financially feasible, a whirlpool and steam/sauna would also be preferred to aid in stress relief of employees.

Other issues to be considered/addressed will be, but not limited to:

Provide adequate shower/locker room facilities for all employees,
Negotiate allowable times, during certain shifts, for employees to utilize the facilities,
Negotiate access to the facilities by other than an employee (family members, etc..)
Negotiate the use of the facilities of employees on their days off, (i.e. priority to those on duty and restricted by time constraints)

NATCA AMA understands the extent and impact of this proposal, but also realizes that it is a common practice of the Agency to facilitate such request at various facilities and government locations, nationwide.
